According to reports, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) stated that Typhoon Marce will continue moving generally Westward and exit the Philippine Area of Responsibility (PAR) by Friday (08 November) afternoon or evening. The surge of the Northeasterly wind flow will result in a generally Southwestward movement beginning on Sunday (10 November).
As per PAGASA’s 0800 hours bulletin on Friday (08 November), Marce was 100 kilometres West-Northwest of Laoag City, Ilocos Norte. It has maximum sustained winds of 150 kilometres per hour near the center and gustiness of up to 205 kilometres per hour.
• As per the rainfall forecast, heavy to intense rainfall (100-200 mm) is expected in Ilocos Norte and Ilocos Sur on Friday (08 November) while moderate to heavy rainfall (50-100 mm) is expected in La Union, Kalinga, Apayao, and Abra.
• Tropical Wind Signal-03 is currently active in Ilocos Norte, the Northwestern portion of mainland Cagayan (Santa Praxedes, Claveria, Sanchez-Mira), the Northwestern portion of Apayao (Calanasan), the Northern and Western portions of Abra (San Juan, La Paz, Bangued, Langiden, San Quintin, Pidigan, Lagangilang, Dolores, Tayum, Lagayan, Tineg, Danglas), and the Northern portion of Ilocos Sur (Santo Domingo, San Vicente, Santa Catalina, Bantay, San Ildefonso, City of Vigan, Caoayan, Santa, Magsingal, San Juan, Sinait, Cabugao).

• Moderate to significant impacts from gale-force winds are possible within any of the areas under Wind Signal No. 03. Gale-force winds with minor to moderate impacts are expected under Wind Signal No. 02. Strong winds with minimal to minor impacts are possible under Wind Signal No. 01.
• Affected Areas (Wind Gusts) –
Friday (08 November) – Batanes, Cagayan (including Babuyan Islands), Isabela, and Ilocos Region.
Saturday (09 November) – Batanes and Babuyan Islands.
• There is a high risk of life-threatening storm surge and coastal inundation, with peak surge heights exceeding 3.0 m in the next 48 hours over the low-lying or exposed coastal localities of Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, and La Union.
• Sea Conditions –
Very rough to high or very high seas are forecasted over the following areas –
Up to 6.0 m: The seaboards of Ilocos Region
Up to 5.0 m: The western seaboard of Babuyan Islands
Up to 4.5 m: The western seaboard of Batanes
Sea travel is deemed risky for all vessels.
• Moderate to Rough Seas are expected over the following waters:
Up to 4.0 m: The northern seaboard of mainland Cagayan; the remaining seaboards of Batanes and Babuyan Islands
Up to 3.5 m: The seaboard of Zambales and Kalayaan Islands; the remaining seaboard of mainland Cagayan
Up to 3.0 m: The eastern seaboard of Isabela
Mariners of small vessels are advised to avoid sea travel under these conditions.
