Description:

As per reports, the cartoonist and two magazine staff responsible for the publication of a satirical cartoon, allegedly depicting Prophet Muhammad, in the LeMan magazine were detained on Monday (30 June).

• Clashes between protesters and the police occurred in Istanbul on Monday (30 June) after an arrest order was issued, involving between 250 to 300 people. Protesters reportedly pelted stones and attempted forced entry at the LeMans office at Istiklal Street.
• The cartoon is perceived, by authorities and some groups, as insulting religious values.
• Turkish authorities, including the Interior Minister, have condemned the cartoon, stating it is not protected by freedom of expression.
• The Justice Ministry has initiated an investigation under Article 216 of the Turkish Penal Code for ‘publicly insulting religious values’.
• Meanwhile, the LeMan magazine’s editor-in-chief clarified that the cartoon was misinterpreted and is not a depiction of the Islamic prophet.
• Reports indicate that calls for further protests have been reported for Tuesday (01 July).

Background:

The incident stems from a cartoon published on 26 June, in the weekly magazine LeMan. The cartoon depicted Moses and a figure alleged to be Prophet Muhammad.

Impact:

The clashes have resulted in acts of vandalism at the LeMan’s office. Further clashes may result in congestion along the Istiklal Street. Business operations in the area may be affected due to vandalism and restricted access for clients, employees, and delivery vehicles. Supply chain operations routed through the affected area may be impacted. Heightened security presence is expected in proximity to the LeMans office at Istiklal Street to prevent further damage.

Recommendations:

It is advised to monitor the official website of the General Directorate of Security at https://www.egm.gov.tr/ for further updates.
