Update on Typhoon Julian in Philippines – Thursday (03 October)

As per the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) advisory issued at 1700 hours (local time), on Thursday (03 October), following are the updates on Typhoon Julian:

• Typhoon Julian/Krathon was located 290 km West Northwest of Itbayat, Batanes [outside of the Philippine Area of Responsibility (PAR)].
• Julian is forecast to make landfall over southwestern Taiwan in the morning or afternoon of Thursday (03 October), during which time it will re-enter the Northwestern boundary of the PAR. Due to a combination of incoming Northeasterly wind flow over the East China Sea and Taiwan Strait, and lower ocean heat content in its vicinity, Julian is forecast to continue weakening. Its re-entry into the PAR region is expected to indirectly affect Batanes and Babuyan Islands, bringing scattered rainfall and gusty winds. Additionally, the trough of Julian is expected to bring scattered rainfall to the Ilocos Region, Cordillera Administrative Region (CAR), the rest of Cagayan Valley, and Central Luzon.
• Meanwhile, Easterlies will bring cloudy skies with scattered rainfall and thunderstorms to the Davao Region and SOCCSKSARGEN. Additionally, Metro Manila and other parts of the country can expect partly cloudy to cloudy skies with isolated rainfall or thunderstorms due to localised thundershowers.
• The Ilocos Norte and Batanes Governors declared a state of calamity in both regions on Wednesday (02 October), due to extensive damage to infrastructure and agriculture in both regions. The provincial disaster risk reduction and management council is conducting a final evaluation on the total amount of damage caused by Julian.
• As per the National Disaster Risk Reduction and Management Council’s last report on Wednesday (02 October), Julian had resulted in eight confirmed injuries and one person missing. The tropical cyclone affected 43,093 families, or 149,293 individuals, in Ilocos, Cagayan Valley, and CAR.
