The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a tropical cyclone bulletin at 1100 hours on Wednesday (16 July) notifying that the low-pressure area (LPA) east of Catanduanes has developed into a tropical depression, namely ‘Crising’.

The center of the eye was estimated to be located 725 kilometers (km) East of Virac, Catanduanes, and is moving westward at 35 kilometers per hour (kmph).

• Following this, the southwest monsoon is expected to bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds) on Wednesday (16 July) at Palawan, Camiguin, Southern Leyte, Surigao del Norte, and Dinagat Islands.
• On Thursday (17 July), it is expected to impact Quezon, Bicol Region, Mimaropa, Visayas, Camiguin, Zamboanga del Norte, Surigao del Norte, and Dinagat Islands.
• On Friday (18 July), it is expected to impact Quezon, Bicol Region, MIMAROPA, Visayas, Camiguin, Zamboanga del Norte, Surigao del Norte, Dinagat Islands, and Davao Region.
• In addition, up to 2.5 meters (m) of seaboards are likely in Palawan, Negros Oriental, and Zamboanga del Norte, while two m seaboards are expected in Occidental Mindoro, Antique, Negros Occidental, Negros Oriental, Bohol, Camiguin, Surigao del Norte, Dinagat Islands, and Davao Region.
• Crising will move generally west-northwestward to northwestward over the entire forecast period, and is closest to Northern Luzon by Friday (18 July) evening and may pass close or make landfall over the Babuyan Islands. A slight change in the succeeding forecast track also suggest a landfall scenario over mainland Cagayan.
• Further, Crising is forecast to reach Tropical Storm category by the morning of Thursday (17 July) and is expected to continue intensifying over the Philippine Sea and reach severe tropical storm category by afternoon or evening hours on Friday (18 July), prior to its approach to the Northern Luzon area.
• PAGASA issued a thunderstorm advisory at 1032 hours (local time) with moderate to heavy rainshowers with lightning and strong winds are expected over Batangas, Cavite, Metro Manila, Bataan, Nueva Ecija, and Bulacan within the next two hours on Wednesday (16 July).
• Similar conditions are being experienced in Zambales (Botolan, San Marcelino, Santa Cruz, Candelaria, Masinloc, Palauig, Iba), Tarlac(Bamban, Capas), Quezon(General Nakar), Pampanga(Porac), Laguna(Santa Rosa), and Rizal(Rodriguez), which may persist for up to two hours and may affect nearby areas.
