Update on severe weather conditions in South Korea – Thursday (17 July)

As per reports, torrential rainfall exceeding 100 mm per hour impacted the western coastal area of South Chungcheong Province, causing widespread flooding and residents’ evacuation. Since Wednesday (16 July) evening, 344 mm of rainfall has been reported in Seosan. Yesan and Dangjin have reported surging floodwaters leading to evacuations. Parts of the rail service were stopped between Seoul and Daejeon, as well as between Cheonan and Iksan. 302 cases of rain-related damage have been reported so far in the region.

• Following the retaining wall collapse in Osan, Gyeonggi Province on Wednesday (16 July), one death has been reported so far. The incident occurred at 1904 hours near an intersection in Gajang-dong, when a roughly 10-meter-high retaining wall collapsed following heavy torrential rainfall. Fire authorities have issued a level one emergency response alert, mobilizing all available personnel from the local fire station.

• South Korea’s emergency authorities have issued a nationwide alert ahead of one of the most intense rain events of this summer monsoon season. As of 1500 hours on Wednesday (16 July), the Central Disaster and Safety Countermeasures Headquarters, operated by the Ministry of the Interior and Safety, entered level one activation. This initial phase is launched when localized damage is expected and allows national agencies to begin coordinated emergency preparations.
• Authorities had flagged Wednesday (16 July) night and early Thursday (17 July) as the highest-risk period. All relevant agencies have been told to stay fully mobilized and to issue disaster alerts across all available platforms, including mobile warnings and local broadcasts. Residents were urged to stay indoors during the heaviest rainfall and to avoid flood-prone areas.
• Korea Forest Service raised its national landslide alert to the “Caution” level at 1430 hours on Wednesday (16 July). This alert now covers every major region, including Seoul, Incheon, Busan, Daegu, Daejeon and Jeju Island.
