As per the National Center for Hydro-Meteorological Forecasting (NCHMF), the circulation of a tropical depression is expected to bring strong winds and heavy rainfall across parts of central Vietnam on Sunday (13 September).
The details are as follows:
• At 1000 hours (local time) on Sunday (13 September), the center of the tropical depression was located at approximately 17.2 degrees North latitude and 107.7 degrees East longitude, over the sea between Quang Tri and Hue City.
• The system is moving westward at approximately 10–15 kilometres per hour (km/h). The strongest winds near its center are at Level 06, equivalent to 39–49 kilometres per hour (km/h), gusting to Level 08.
• Due to the circulation of the tropical depression, strong winds at Level 06, gusting to Level 08, are expected in the Con Co Special Zone, Quang Tri. Moderate to heavy rain is expected from Quang Tri to Da Nang City during the morning hours on Sunday (13 September).
• The affected area for heavy rainfall includes the Northern Midlands and Delta region, Phu Tho Province, and the southern parts of Son La, Tuyen Quang and Lao Cai provinces, as well as areas from Thanh Hoa to Hue City. Heavy rainfall may cause flooding in urban areas, industrial zones and low-lying areas, while increasing the risk of flooding along small rivers and streams, flash floods and landslides in mountainous areas. Thunderstorms, tornadoes and strong wind gusts are also possible due to the tropical depression’s circulation.
• During the morning of Sunday (13 September), moderate to heavy rain was recorded from Quang Tri to Da Nang City, with Hue City experiencing heavy to very heavy rainfall. Between 1900 hours (local time) on Saturday (12 September) and 0700 hours (local time) on Sunday (13 September), localised rainfall exceeded 160 millimetres, including 169.4 millimetres at Ta Rut, Quang Tri, and 259.8 millimetres at Chan May Port Border Guard Station, Hue City.
• During the afternoon and evening of Sunday (13 September), the Central Highlands and Southern regions are expected to experience scattered showers and thunderstorms. Rainfall is expected to reach 10–30 millimetres, with locally heavy rainfall exceeding 70 millimetres in some areas.
• The natural disaster risk level for heavy rainfall, tornadoes, lightning and hail is Level 01, while the risk level for the area from Ha Tinh to Hue City is Level 02.
• For maritime activities, the sea area from southern Nghe An to Hue City, including the Con Co Special Zone, is expected to experience Level 06 winds, gusting to Level 08, with waves of 2.0–4.0 metres and rough seas.
• Along the coastal mainland from Ha Tinh to Quang Tri, winds are expected to gradually strengthen to Level 06, gusting to Level 08, from the afternoon of Sunday (13 September). Inland areas may experience Level 06 wind gusts.
