The Hong Kong Transport Department (HKTD) has announced special traffic and transport arrangements to facilitate the holding of the Hong Kong Scout Rally at the Hong Kong Stadium on Sunday (26 October). The measures will affect the So Kon Po and Causeway Bay areas.
The arrangements will take effect from about 0630 hours (local time) on Sunday (26 October) for the commencement of the event and from about 1100 hours (local time) until the crowd disperses for the conclusion of the event.
• Road closures from about 0630 hours (local time) onwards:• Caroline Hill Road (section between Leighton Road (east junction) and Cotton Path)• Hysan Avenue westbound (between Sunning Road and Hoi Ping Road)• Lee Garden Road (between Lan Fong Road and Hysan Avenue, except green minibuses (GMB)) (if necessary)• Link Road northbound downhill (except vehicles heading for Link Road Nos. 01, 03, 05 and 07) (if necessary).
• Traffic diversions during event commencement:• Caroline Hill Road (western junction with Leighton Road to Stadium Path) to be re-routed one-way southbound.• Eastern Hospital Road (Stadium Path to Tung Lo Wan Road) re-routed one-way northbound.• Caroline Hill Road (western junction with Leighton Road to Link Road) will have two lanes for vehicles entering from Hoi Ping Road.• Link Road northbound traffic must turn left onto Leighton Road westbound.• Hysan Avenue (Leighton Road to Hoi Ping Road) re-routed one-way eastbound.• Hysan Avenue eastbound will have two lanes for vehicles turning right onto Hoi Ping Road.• Vehicles on Hysan Avenue westbound (between Yun Ping Road and Sunning Road) must turn left onto Sunning Road.• Vehicles leaving Lee Garden One must turn left onto Hysan Avenue eastbound.• When necessary, vehicles (except GMB) on Lan Fong Road will be prohibited from turning left onto Lee Garden Road southbound.• When necessary, vehicles (except GMB) on Yun Ping Road will be prohibited from turning left onto Hysan Avenue westbound.
• Road closures from about 1100 hours (local time) onwards (event conclusion):• Caroline Hill Road.• Eastern Hospital Road (between Caroline Hill Road and Cotton Path).• Link Road northbound downhill (except vehicles heading for Link Road Nos. 01, 03, 05 and 07) (if necessary).• Hoi Ping Road (if necessary).• Sunning Road (except vehicles exiting Lee Garden Three Car Park).• Leighton Road (if necessary).
• Traffic diversions during dispersal:• Vehicles may be permitted to exit SCAA car parks via Caroline Hill.• Road northbound before the end of the event.• Vehicles on Eastern Hospital Road may turn right northbound before the event ends.• Vehicles on Leighton Road westbound will be diverted via Wong Nai Chung Road and Broadwood Road to Link Road.
• If Leighton Road is closed, diversions include:• Causeway Road westbound → Irving Street• Morrison Hill Road eastbound → Canal Road West• Percival Street southbound → Leighton Road westbound• Canal Road East southbound → no left turn to Leighton Road
