As per reports, the following security measures have been implemented across Pakistan as of Tuesday (16 June) in preparation for Muharram observances:

• In Khyber Pakhtunkhwa, authorities have proposed the partial suspension of mobile phone and internet services in specific sensitive areas on 9 and 10 Muharram as part of heightened security measures. Eight districts — Peshawar, Kohat, Hangu, Dera Ismail Khan, Tank, Bannu, Lakki Marwat, and Kurram — have been designated as the most sensitive, while six additional districts have been placed in the sensitive category. More than 43,000 police personnel will be deployed across 14 districts to secure Muharram processions and gatherings, supported by Frontier Constabulary platoons and the Pakistan Army. Authorities also plan to conduct aerial surveillance of procession routes using helicopters and drones, deploy anti-drone systems to prevent unauthorized aerial activity, and utilize modern technology and enhanced monitoring measures to strengthen security and maintain law and order during Muharram.
• In Balochistan, authorities finalized a comprehensive security and coordination plan for Muharram-ul-Haram processions and majalis, involving civil and military officials, police, district administration, religious scholars, traders, and peace committees. Security measures include the protection of all Imambargahs, mosques, procession routes, and gathering venues through a dedicated deployment plan involving police and other law enforcement agencies, activation of CCTV monitoring and live surveillance systems, aerial surveillance of major processions on the 9th and 10th of Muharram, deployment of snipers along sensitive routes, and assignment of female police personnel to women’s gatherings and processions. Religious scholars pledged to promote interfaith harmony, discourage sectarian hatred, counter misinformation and rumours, and emphasize national unity and brotherhood in sermons. Procession organizers committed to implementing security SOPs and coordinating closely with authorities, while the deputy commissioner’s office and health department will remain operational to ensure gas supply coordination, ambulance availability, emergency medical services, deployment of medical staff, and adequate medicine supplies throughout the holy month.
• In Islamabad, authorities have finalized a comprehensive security plan for Muharram observances from 01 Muharram to 16 Safar (16 June–31 July), deploying more than 15,000 personnel from Islamabad Police, Rangers, and other law enforcement agencies to secure 177 processions and 929 religious gatherings (majalis). Security measures include a dedicated control room at Safe City Headquarters, monitoring through more than 3,000 CCTV cameras and drones, intensified search and combing operations, the formation of 10 vigilance teams to oversee deployments, assignment of senior police officers to supervise arrangements, and the deployment of over 500 traffic police personnel to manage traffic flow and minimize disruptions during religious events.
• In Punjab, Chief Minister Maryam Nawaz ordered the implementation of a three-tier security system for Muharram, directing DPOs and RPOs to strengthen security arrangements, enhance checking and surveillance measures, train field personnel to identify potential suicide bombers and suspicious indicators, intensify intelligence-sharing and combing operations, strictly enforce bans on unauthorized drone use and loudspeakers, maximize the use of technology through Safe City surveillance and the integration of private cameras, and ensure the deployment of Rescue 1122 services, Clinics on Wheels, field hospitals, and emergency medical teams along procession routes. She also instructed authorities to maintain readiness for high-alert situations, address concerns related to religious gatherings and processions, inspect Muharram routes for safety hazards including uncovered manholes, and ensure compliance with protective measures to facilitate secure and orderly observances.
