As per reports, six public service unions have announced a protest titled ‘Union Spring’, scheduled to take place at 1200 hours local time (1100 hours UTC) on Saturday (21 March), at European Square in Zagreb, to demonstrate against what unions describe as the government’s failure to address key public sector concerns, including salary levels, workforce retention, and broader unresolved systemic issues affecting public administration and services.

• Union representatives stated that the protest is expected to focus on demands for renewed social dialogue with the government, implementation of previously agreed frameworks on job coefficients and evaluation systems, and negotiations for sector-specific collective agreements.
• Organizers have indicated that the rally is likely to serve as the first stage of a broader campaign of union actions if their concerns are not addressed.
• The Croatian Prime Minister reportedly questioned the feasibility of the unions’ demands and urged organizers to remain realistic regarding public finances, while unions indicated they may proceed with the rally and are likely to escalate their actions if negotiations do not resume.
