Pico y Placa vehicle circulation restrictions in effect in Quito, Ecuador on Thursday (01 October)

As per reports, the Municipio de Quito’s Pico y Placa vehicle circulation restriction ordinance is in effect on Thursday (01 October).

• The measure restricts vehicles with specific licence plate endings from circulating within the defined Pico y Placa zone in Quito during peak traffic hours.
• The restriction applies on weekdays from Monday to Friday and does not apply on weekends or public holidays.
• Vehicles whose licence plates end in the digits seven or eight are prohibited from circulating within the Pico y Placa zone on Thursday (01 October) during two restriction windows. The morning restriction runs from 0600 hours to 0930 hours local time (1100 hours to 1430 hours UTC), and the afternoon/evening restriction runs from 1600 hours to 2000 hours local time (2100 hours to 0100 hours UTC on 02 October).
• Vehicles registered in the name of elderly persons (adultos mayores) or persons with disabilities are exempt from the restriction. Electric vehicles and official government vehicles are also exempt.
• The restriction applies to private automobiles and motorcycles.
• The Agencia Metropolitana de Tránsito (AMT) enforces the restriction through a combination of traffic agents and camera-based monitoring, principally on high-traffic arterial roads. Key enforcement corridors include Avenida 10 de Agosto, Avenida América, Avenida Galo Plaza and the Simón Bolívar expressway.
• Penalties for circulating during the restricted hours are progressive. The fine for a first offence is USD 72.30, rising to USD 144.60 for a second offence and USD 241.00 from the third offence onwards.
