As per reports, European governments are increasing emergency-preparedness measures amid heightened security concerns involving Russia, although there is no coordinated Europe-wide declaration of an imminent war on Saturday (19 September).
• The UK is preparing households for disruptions including extreme weather, cyberattacks and hostile-state activity, France is strengthening healthcare preparedness for a potential major military engagement and the Netherlands advises households to maintain emergency supplies sufficient for the first 72 hours of a crisis.
• The Netherland’s official guidance recommends households maintain supplies including three liters of water per person per day, non-perishable food, lighting, communications equipment, first-aid supplies and cash for the first 72 hours of an emergency.
• France has formalized arrangements allowing public and private healthcare establishments and other healthcare professionals to contribute to military medical support during a major engagement scenario. French military health authorities have also conducted exercises focused on high-intensity conflict and mass casualty management.
• Recent European security concerns include alleged Russian-linked drone, sabotage and cyber activity. On 16 September, European Commission President Ursula von der Leyen proposed a European ‘counter-hybrid playbook’ to improve coordination against threats including sabotage and drone incidents.
