As per reports, the Council of the District of Columbia has approved a permanent youth curfew under the Juvenile Curfew Amendment Act of 2025 on Tuesday (05 May).
The legislation grants authority to Mayor Muriel Bowser and the District of Columbia police chief to designate curfew zones where restrictions can begin as early as 2000 hours local time (0000 hours UTC) within specific areas, earlier than the standard citywide curfew of 2300 hours local time (0300 hours UTC) or 0001 hours local time (0500 hours UTC) depending on the day.
• The law formalizes measures previously implemented through temporary emergency actions in response to recurring ‘teen takeover’ incidents since 2023, involving large and at times chaotic youth gatherings in areas such as Navy Yard and U Street.
• Under the legislation, juveniles are prohibited from gathering in groups of nine or more without an adult within designated zones after 2000 hours local time (0000 hours UTC).
• The broader citywide curfew restricts individuals under 18 from remaining in public places between 2300 hours local time (0300 hours UTC) and 0600 hours local time (1000 hours UTC) from June to September, and between 0000 hours local time (0400 hours UTC) and 0600 hours local time (1000 hours UTC) during July and August.
• The legislation also allows police to establish ‘extended juvenile curfew zones’ on weekends. It is pending mayoral signature and is subject to a congressional review period before entering into force, which is expected in late summer.
• Civil liberties groups, including the American Civil Liberties Union of the District of Columbia, have expressed concerns that the measure may increase unnecessary police interactions with youth and disproportionately impact communities.
