Description:

As per reports, the Election Commission has imposed restrictions on the use of two-wheelers across West Bengal with effect from Tuesday (21 April), ahead of the first phase of Assembly polling scheduled on Thursday (23 April).

• Under the order, bike rallies have been prohibited across the state. Movement of motorcycles and scooters has been restricted during night hours between 1800 hours and 0600 hours (IST), except for emergencies such as medical needs or essential family requirements.
• During daytime hours between 0600 hours and 1800 hours (IST), pillion riding has been restricted except for essential purposes, including medical emergencies and activities such as transporting school children.
• On polling day, limited relaxation has been provided, allowing family members to travel as pillion riders between 0600 hours and 1800 hours (IST) for voting and other essential purposes. Individuals seeking exemptions are required to obtain prior written permission from local police authorities.
• The measures have been introduced to ensure a controlled environment across all 152 constituencies participating in the first phase of polling.

Background:

The restrictions have been implemented as part of election security measures ahead of the first phase of Assembly elections in West Bengal scheduled on Thursday (23 April). Authorities have indicated that such controls are intended to prevent intimidation, unlawful gatherings, and disruption of the electoral process during the polling period.

Impact:

• Two-wheeler usage across West Bengal may be significantly restricted, which could affect daily commuting patterns, particularly for individuals relying on motorcycles for work and local travel.
• Night-time movement of goods and personnel using two-wheelers may be limited, which could impact last-mile connectivity and delivery operations.
• Restrictions on pillion riding may affect employee commute, especially in areas where shared two-wheeler transport is common.
• Increased enforcement and monitoring may result in checkpoints and delays in certain areas.

Recommendations:

Advised to remain abreast of updates from the Election Commission of India and West Bengal Police regarding enforcement of restrictions and any local exemptions: https://eci.gov.in/

Adjust travel and operational plans in advance, particularly for employees relying on two-wheelers, and consider alternate transport arrangements during the restriction period.
