What:
Islamic State, a Sunni militant group, claimed responsibility on 16th July for an attack on a Shi’ite mosque in Oman on 15th July, resulting in nine deaths, including three attackers. This rare security breach in the Gulf state left four Pakistanis, an Indian, and a police officer dead. Omani police reported that 28 individuals of various nationalities, including security personnel, were wounded.
Why:
The IS has targeted multiple Shia ceremonies, processions, and worshippers in countries like Iraq, Afghanistan, and Pakistan. The attack in Oman on 15th July is the first attack claimed by the group in Oman, where the Shia are a minority.
So What:
- The gun assault occurred in the Iman Ali bin Abi Talib Mosque in the Wadi al-Kabir district of Muscat as Shi’ite Muslims observed Ashura, an annual period of mourning to commemorate the death of Imam Hussein, a grandson of Prophet Muhammad. It was 500 meters from an international school and a skateboard park, and less than 10 kilometres from five-star beach resorts.
- Investigation into the circumstances of the incident is underway. The authorities have not identified the motive or made further arrests. The police have emphasized caution regarding unreliable information about the incident.
- The United States Embassy has issued a security alert for its citizens in Oman, advising them to remain vigilant, monitor local news, and heed directions of local authorities. The Pakistani ambassador in Oman has also advised Pakistani residents to avoid al-Wadi al-Kabir and to cooperate with the local authorities.
Outlook:
Oman has historically been viewed as one of the more stable and secure countries in the Middle East. The attack by IS has raised concerns about the group trying to gain a presence in the country. IS has no known branch in Oman but has a foothold in the neighbouring country of Yemen. Heightened security measures are anticipated while the investigation progresses, potentially leading to travel restrictions near the mosque. Organizations are advised to stay informed and prepare contingency plans as required.
