As per reports, updates on the Russia-Ukraine war as of Tuesday (22 September) are as follows:
• A Gazprom Neft-owned refinery in Moscow reportedly suspended crude processing after a Ukrainian drone attack caused fires in both primary distillation units. Repairs could take several weeks, while fuel from the refinery has reportedly stopped appearing for sale on Russia’s main commodities exchange.
• Ukrainian forces stated they downed 148 Shahed, Gerbera and Parodiya drones, along with a Banderol cruise missile, during an overnight Russian attack. At least 64 drones were reportedly jet-powered, with strikes recorded at 14 locations and debris falling at four others.
• Russian attacks damaged residential and civilian infrastructure in Zaporizhzhia, including an apartment building, a trade centre and a historic building of Zaporizhzhia National University. Emergency crews were deployed to extinguish fires and clear debris.
• Russia has significantly reduced its use of ballistic missiles since August while increasingly relying on jet-powered drones, raising concerns that missiles may be accumulated for intensified winter attacks. Ukraine’s energy infrastructure remains particularly vulnerable as Patriot interceptor supplies are reportedly constrained.
• US President Donald Trump reportedly asked Ukrainian President Volodymyr Zelensky to stop long-range attacks on Russian refineries, citing concerns that the strikes are worsening global diesel shortages and increasing prices. Ukrainian President Zelensky subsequently indicated that reciprocal restraint on energy and critical infrastructure attacks could form part of de-escalation measures.
• Kremlin spokesperson Dmitry Peskov stated that there has been no progress so far in negotiations over Ukraine. Ukrainian President Zelensky is expected to discuss potential de-escalation and peace proposals with US President Trump on the sidelines of the UN General Assembly in New York.
• On Monday (21 September), French President Emmanuel Macron stated that he discussed with US President Donald Trump proposals for a moratorium on Russian and Ukrainian attacks linked to the energy sector. French President also stated they agreed on the need to strengthen Ukraine’s air defences, particularly through additional interceptors, and that he planned to discuss the energy-strike proposal with Ukrainian President Zelensky.
• On Monday (21 September), Russian attacks resulted in at least five fatalities across Ukraine, according to regional officials. One fatality and three injuries were reported following a drone strike in Lozova, Kharkiv region, while additional fatalities were reported in Nikopol, Dnipropetrovsk region, Kramatorsk, Donetsk region and Mykolaiv region.
• Kremlin acknowledged critical shortages of food and medicine in Oleshky, Kherson region, stating that Russian forces were working to address the situation. Ukraine alleged that Russia was blocking humanitarian assistance and evacuation efforts and said it would raise the situation at the UN General Assembly. Kyiv stated that around 6,000 residents, including 200 children, remained affected.
• On Monday (21 September), European Union (EU) member states continued negotiations on a proposal that could remove sanctions on Russia-linked billionaires Alisher Usmanov and Mikhail Fridman, while renewing sanctions on around 3,000 other Russia-linked individuals and entities for three years. Latvia had not agreed to the proposal, with further talks scheduled for Tuesday (22 September).
• On Monday (21 September), Poland temporarily activated military aviation, ground-based air defence and radar systems in response to Russian strikes on Ukraine. The Polish military later ended the operation after no violation of Polish airspace was detected, with air-defence and reconnaissance units returning to normal operations.
