Risk level: Medium Country: India

As per reports, the following are the latest developments related to the ongoing unrest in Manipur, as of Tuesday (13 October):

• The Coordination Committee (CorCom), an umbrella organisation of proscribed underground groups in Manipur, has called a 12-hour statewide shutdown on Thursday (15 October) to mark what it describes as “National Black Day”, protesting Manipur’s merger with India in 1949. The shutdown is scheduled from 0600-1800 hours IST. Medical and emergency services, media activities, funeral rites and religious functions have been exempted.
• Meanwhile, a statewide campaign has been launched in Manipur to ensure that no eligible voter is left out of the electoral rolls, with special camps being organised across 3,041 polling booths. Chief Electoral Officer’s (CEO) office stated that all 16 district election officers (DEOs) had initiated the campaign to help eligible voters check their enrolment status and seek assistance with electoral roll-related issues.
• Additionally, Former Manipur chief minister N Biren Singh has condemned the killing of Naga village guards in Makui village in Kangpokpi district as “barbaric” and called for dialogue among communities to end the cycle of violence in the state.
• Meanwhile, the Working Committee of the Joint Tribes Council (JTC-Manipur), representing the Inpui, Liangmai, Rongmei and Zeme communities, announced that post-mortem examinations of the deceased would remain suspended until Ajinbou’s missing remains were recovered and returned to his family for a dignified burial. The committee issued a 48-hour ultimatum to the governments of India and Manipur, demanding the recovery of the missing remains and the arrest of Thangboi Kipgen, David Hangsing and Dr Sailen Haokip, whom it named in its statement as alleged main perpetrators. The allegations against the named individuals have not been independently established.
