As per reports, the Cockroach Janta Party (CJP) has reiterated that its protest at Jantar Mantar, New Delhi, will proceed on Saturday (10 October), despite Delhi Police denying permission. The demonstration seeks the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls. Organisers have appealed for a peaceful demonstration and urged supporters to continue if leaders are detained.
The following are the latest developments as of Saturday (10 October):
• Security arrangements: Prohibitory orders remain in force in New Delhi district. More than 35,000 police and paramilitary personnel are reportedly expected to be deployed, supported by six designated detention centres, CCTV, drones and facial-recognition monitoring. Police have stated that unauthorised gatherings will not be permitted.
• Metro restrictions: Delhi Metro Rail Corporation (DMRC) has reduced the number of stations subject to entry and exit restrictions from 57 to 45. Restrictions apply from 2100 hours (local time) on Friday (09 October) until 1800 hours (local time) on Saturday (10 October), subject to security review. Affected stations include Rajiv Chowk, Patel Chowk, Janpath, Central Secretariat, New Delhi, Mandi House, Barakhamba Road, ITO, Kashmere Gate, Hauz Khas and Shivaji Stadium. Interchange facilities remain available at affected stations except New Delhi. The revision follows Supreme Court directions against a complete suspension of Metro and railway movement.
• Railway changes: At least 245 services have reportedly been cancelled, comprising 75 mail/express and 170 passenger trains. Two services have been rescheduled, while nine have been short-terminated or short-originated. The cancellation order covers mail/express services departing their originating stations after 1400 hours (local time) on Friday (09 October) and scheduled to reach New Delhi or Hazrat Nizamuddin between 0400 and 1400 hours (local time) on Saturday (10 October). Neither railway station is subject to a complete closure.
• Namo Bharat services: Sarai Kale Khan and New Ashok Nagar stations remain closed from 2100 hours (local time) on Friday (09 October) until 2200 hours (local time) on Saturday (10 October). Services continue between Anand Vihar and Modipuram.
• Road restrictions: Diversions may be imposed at 30 junctions and stretches from 0600 hours (local time) on Saturday (10 October). These include approaches to Connaught Place, Jantar Mantar, Mandi House, Patel Chowk and Dhaula Kuan, along with adjoining central and south Delhi corridors. Controls will be adjusted according to ground conditions.
• Delhi-NCR border movement: Vehicle checks and security deployment continue at Chilla and the Delhi-Noida Direct (DND) Flyway. Eight checkpoints have been established on Faridabad approaches, including Badarpur, Pul Pehladpur, Shooting Range and Mangar Chowk. Queues were reported around the Delhi–Gurugram Expressway, Sirhaul border and Guru Dronacharya Metro station–Aya Nagar approach at approximately 2230 hours (local time) on Friday (09 October). Gurugram Police attributed congestion to the usual Friday rush, while barricading was also reported on the Delhi side.
• Mobile internet suspension: A suspension order applies within a four-kilometre radius of the Janpath–Kartavya Path crossing from 2200 hours (local time) on Friday (09 October) until 2200 hours (local time) on Saturday (10 October). The order covers all mobile internet technologies within the designated area.
• Commercial and institutional arrangements: The New Delhi Traders Association has advised shops, offices and restaurants in Connaught Place to remain closed on Saturday (10 October). Hotels in Paharganj have reported restrictions on accepting certain guests and large groups. Patiala House and Rouse Avenue courts will operate virtually. Sanskriti School has suspended on-campus activities; Sardar Patel Vidyalaya has moved specified classes online; and Modern School, Barakhamba Road, has postponed scheduled events. Delhi University’s School of Open Learning and Campus of Open Learning have suspended weekend contact classes.
• Mobilisation and detentions: CJP representatives have alleged that at least 10,000 people associated with participating organisations have been detained across several states. Separately, All India Students’ Association (AISA) president Neha Bora has called on supporters stopped en route to stage sit-ins at those locations, including railway and Metro stations.
