A blackout has been enforced in Hisar district, Haryana, following ceasefire violations by the Pakistani military. Local authorities have urged residents to limit outdoor activity and refrain from using light-emitting devices.

Description:

According to reports, heightened military and security developments were observed on Saturday (10 May) following repeated ceasefire violations by Pakistan and retaliatory strikes by the Indian Armed Forces under Operation Sindoor.

• India’s Foreign Secretary Vikram Misri confirmed that Pakistan had carried out multiple ceasefire violations, with shelling reported in Rajouri, Udhampur, and Srinagar. Additional District Development Commissioner Raj Kumar Thapa was killed in the shelling in Rajouri.
• In response, India launched strikes on nine terror camps in Pakistan and Pakistan-occupied Kashmir (POK). Air Commodore Raghu Nair stated that India remained committed to the ceasefire but would act decisively to protect its sovereignty.
• Drone sightings were reported in Jammu and Kashmir, Punjab, Rajasthan, and Gujarat’s Kutch region. India’s air defence systems intercepted several drones. Sirens were triggered and blackouts enforced in several border districts.
• Civil aviation authorities announced the closure of 32 airports for civil operations till 0529 hours on Thursday (15 May). Additionally, 25 Air Traffic Service (ATS) route segments within Delhi and Mumbai were temporarily suspended.
• Pune Airport conducted a mock emergency drill from 2025 to 2045 hours on Saturday (10 May) to test readiness for power outages or conflict-related contingencies. The drill was successfully executed with no safety incidents.
• Four flights – Pune to Amritsar, Pune to Chandigarh, and return legs – were cancelled amid airspace disruptions.
• A ceasefire agreement had been announced hours earlier, reportedly mediated by the United States. However, renewed shelling, drone activity, and explosions have raised questions about the truce’s stability.

Background:

A military strike, “Operation Sindoor” was conducted on Wednesday (07 May) by the Indian Armed Forces in parts of Pakistan-occupied Kashmir and border towns of Pakistan, targeting terrorist hideouts after the terrorist attack in Pahalgam on 22 April.

The precision strike was non-escalatory in nature and deliberately did not target any military or civilian infrastructure. However, subsequent retaliations have resulted in a significant escalation in the situation, with both militaries engaging each other. Since then, there have been blackouts in north and northwestern states of India, extended shutdown of airports, cancellations of flights and trains, and closure of educational institutions based on situational developments and requirements.

Impact:

Severe disruptions to civil aviation, including flight cancellations, delays, and rerouting are ongoing. Public safety measures, including blackout drills, sirens, and emergency advisories, are being enforced across several Indian states. Heightened military presence and mobility restrictions are likely to continue near border areas.

• However, owing to tensions between India and Pakistan, further ceasefire violations cannot be entirely ruled out. In such an event, businesses must stay vigilant for updates, as the situation may evolve quickly.
• Airports and other transport hubs in Jammu and Kashmir, Punjab, Rajasthan, and Gujarat that are currently closed may eventually resume normal operations, depending on the situational developments in the coming days. Similar developments are also expected in Pakistan’s Punjab and Sindh provinces.
• Further developments after the ceasefire agreements and details are awaited.

Recommendations:

Avoid high-risk regions, particularly Jammu & Kashmir, border areas near Pakistan, and any areas under curfew or heightened military presence. Diversify supply chains to reduce dependency on cross-border logistics that may be affected during conflicts. Familiarize yourself with emergency procedures and have a personal emergency kit ready.
