Description:

As per reports, the Trade Union Association of Police Professionals (ASPP PSP) has announced two protest actions to be held in Lisbon from Thursday (11 December) and on Thursday (18 December), following the breakdown of negotiations with the Government on Friday (05 December).

• The first demonstration is scheduled to take place on Thursday (11 December), near the Prime Minister’s residence, with participants gathering to express dissatisfaction with the lack of progress in salary and supplement negotiations.
• A second action is scheduled to occur on Thursday (18 December), involving plenary sessions at national airports between 0700 hours local time and 1100 hours local time (0700 hours UTC to 1100 hours UTC), potentially affecting normal administrative and operational activities at multiple airport facilities.

Background:

ASPP President Paulo Santos stated that the union will reassess the situation in early January 2026 and may call for larger protests if the Government does not present a proposal aligned with commitments made in an agreement signed in July 2024.

The Ministry of Internal Administration has scheduled a new meeting with police unions for Friday (12 December), but the ASPP leadership has reportedly mentioned that they will only attend if the Government presents a concrete proposal addressing salary adjustments, supplements that have not been reviewed since 2009 and the evaluation ordinance.

Impact:

• Businesses located near the Prime Minister’s residence in Lisbon may experience temporary access restrictions on Thursday (11 December) due to the concentration organised by the police union, potentially reducing customer flow during peak hours.
• Road users in central Lisbon may encounter traffic delays or detours around protest areas, requiring additional travel time or alternative routes.
• Public transport services operating through central Lisbon may be rerouted or slowed due to road closures or congestion caused by the protest activity.
• Airport operations across national airports may experience administrative delays on Thursday (18 December), due to police plenary sessions, which may temporarily affect standard workflows.
• Authorities may deploy additional security personnel around the Prime Minister’s residence on Thursday (11 December) and at national airports on Thursday (18 December), which could lead to controlled access points, brief checks and slower movement for residents, travellers and businesses in the affected areas.

Recommendations:

It is advised to monitor official communications from the Ministry of Internal Administration (https://www.portugal.gov.pt) for updates on the scheduled protests and any changes in operational arrangements at key locations, and follow the ASPP PSP union website (https://www.aspp-psp.pt) for official protest announcements and related union information.
