Impact Level: Notification

Locations Affected: Seoul, South Korea

Tracking Id: RINTP3067267150

Description:

The Korea Meteorological Administration (KMA) has issued a cold wave warning for numerous areas across South Korea on Thursday (04 December). The following are the additional details:

• A cold wave advisory is in effect for multiple cities, counties and mountainous regions across the Seoul Metropolitan Area, Gangwon Province, Chungcheong inland zones and parts of Gyeongbuk. Significant temperature drops are expected, with conditions meeting one or more of the following cold wave criteria:
• The morning minimum temperature drops by 10 degrees Celsius or more from the previous day to 3 degrees Celsius or below, and remains at least 3 degrees Celsius below the seasonal average.
• The morning minimum temperature reaches –12 degrees Celsius or lower for at least two consecutive days.
• Conditions in which significant damage is expected due to a rapid decrease in temperature.
• Stronger cooling is anticipated in northern and mountainous areas where cold-air inflow is more pronounced.

Impact:

Sharp and rapid temperature drops may increase early-morning heating demand and temporarily affect commuting comfort across the Seoul Metropolitan Area and Gangwon Province. Cold stress for outdoor workers, vulnerable populations and livestock in exposed regions is likely. Icy patches may form on untreated roads, particularly in inland and high-altitude areas. Localised delays in transport or public services cannot be ruled out during peak cooling hours.

Recommendations:

Advised to remain abreast of further weather-related updates via the official website of KMA at https://www.kma.go.kr/
